The Chairman from the Committee on City Property
brought up a Report (Number 504 Book F) which was read
and adopted and the Finance Committee requested to provide
money for same

The Council went into Committee of the whole on the
second reading of the By Law to amend Section 80 of the
consolidated By Laws of the City of Kingston

Ald. Fenwick in the Chair

The Council resumed
The Committee rose and reported progress _ the Report was received
Ald. Muckleston asked leave to withdraw By Law. leave
was granted.

Ald. Harty introduced a By Law authorising His
Worship the Mayor and the City Treasurer to borrow a sum
not exceeding $75.000 in anticipation of the taxes for 1888. Which
was read a first time.

The 30th Rule was suspended and the Council went into
Committee of the whole on the second reading

Tthe Council resumed

The Committee rose and the Chairman reported the second reading
of the By Law clause by clause. The report was received.

The 30th Rule was again suspended and the By Law was
read a third time and passed.

On Motion of Ald. Muckleston seconded by Ald. Harty

Ordered, That the following members of the Council be a special
committee to take all necessary steps to secure the construction of a Dry
Dock in Kingston Aldermen Gildersleeve, Gaskin, McIntyre, Minnis
with mover and seconder and said committee to co-operate with the
committee of the Board of Trade.

On Motion the Council adjourned
