My dear Mr. Secretary:

The enclosed paper is not signed.
It was handed to me by a friend the other day
with the information that it was a sort of com-
posite of the views of a group of men, some of
them thoroughly informed, or supporting them-
selves to be thorougly informed, about the actual
state of affairs in the various parts of Siberia.
Do you think that General March would have time
to look the paper through and express for me
briefly a judgment as to the military value of
the plan of campaign suggested?
