My dear Mr. Tumulty:

I beg to enclose herewith, for the attention of
the President, a copy of a note from the Ambassador of
Russia dated June 10, 1918, in which he transmits a
copy of an extract of the resolution recently adopted
by the Central Committee of the Constitutional Democratic
(Cadet) Party concerning Allied intervention in Russia.
