understand that Germany is their worst enemy. Russia in
the early years of the war did great thinge, sacrificed
nearly ten millions of men for the Allied cause. But in its
present condition the Russian people are no longer able to
organize for the struggle against Germany. The Allied troops
should constitute a sound nucleus around which those Russians
may gather who desire as far as they are able to help the
Allies.

Resistance to the seizure of Russia by Germany is
not, however, solely a matter of the despatch of troops. The
productive energies of the Russian people are paralysed. In-
dustry has come to a standet1ll. Agriculture is ruined. The
big estates and farms are destroyed. The peasants possessing
no certainty that they will enjoy the fruits of their labours
have reduced the area under cultivation to minimum. Frost,
famine and pestilence menace the whole population. And if at
such a moment as this only Germans help Russia to re-entab-
lish the economic life of the country, the Russian people may
find themselves compelled to accept Germany's aid, however
terrible the price may be.

It is necessary that the allies should undertake this
task, and that at the earliest possible moment. Their aid
may be of two Kinds: the direct supply of commodities of
primary necessity which are now lacking in Russis and the
creation of conditions favourable to the revival of produc-
tive energies in Ruseia.

If neither military nor economic aid is given,
Russia may be drawn ere long into the sphere of German in-
fluence. Delay is dangerous. The Allies must find in
themselves sufficient political oresight and enerty to give
effect to those remarkable words of yours: "I intend to
stand by Russia as I stand by France".

If this is not done, if friendly aid is not given to
Russia, the Germans in this way will attain the code they set
out to attain.

That is why, as Russians who are in entire accord
with the democratic aims of the war as set forth in your
speeches and notes, we say: "To into Russia before it is
too late" This is essential for our country, essential for
the Allies, essential for future generations, for without a
Russia renewed and restored, to peace can be stable.
