Mr. president:

Permit me to tell yew that it is the heighth of imprudence
to let the Germans plant themselves in Russis; not enly for
after the war, it is the German seizure on everything, but for
the present hour, Lenine gives to the Germans everything that they
demand, raw naterials, food and mines, in a few menths they will
finish by arming and levying millions of Russian seldiers, whom
they will throw against the allies. Do not hesitate then to send
to Siberis and even to Russia of Europe, troops, if not Japanese,
Australians and American contingents.

Your idea in political matters "of the right of peoples to
dispose of themselves" is just and is established on natural right,
this idea can be applied only to honest peoples and sound in mind;
but, as it cannot be, by way of compensation, applied to bands
of criminals and of fools, as are Lenine and the Russian Maximal
ists; therefore the duth of demecratic America is te everthrow
this band of fools, criminals, and ignorant persons, who are ruling
Russia at the present time.

It is most urgent to take a prompt decision, in what concerns
the Russian frent, Because Europe, which has been 4 years at war,
is more and more exhausted in every way.

Two factors exist in Switzerland which are prolonging the
war:
