The President,
Washington, D.C.

Excellency;

Agents of government claiming to act under orders of State Department
have taken forcible possession of office of Russian Mission of ways of cou-
nication in New York. They state that they will at one o'clock to-day forci-
bly expel me and turn over all property and documents of mission to represen-
tative or appointee of Russian Embassy. I protest against this acticn as a
violation of my rights under the powers conferred on me by the provisional
government of Russia and under the usages of nations. 1 was appointed by
the provisional Russian governient as envoy extraordinary on a special mission
to United States with the full powers of minister of ways of communication.
1 an responsible directly to my government. I am renovable from office only
by government of Russia the power that appointed me. The Russian ambassador
has no power to remove me and no jurisdiction over me. I refuse to believe
that a department of the United States government will undertake to pass upon
conflicting claims of representatives of a friendly foreign nation and to
impose its judgment by force. Renewing the assurance of my complete readiness
to cooperate with the United States government in any arrangoment for a fair and
just settlement cr the controversy and actuated solely by a desire to serve
the best interests of this country and my own country, request revocation
of order and full personal hearing on the subject of controversy,
