Dear Governor:

I took up this matter with Secretary Lans-
ing. He told me that Professor Lomonossoff
had no credentials of any kind and that Bakmeteff,
the Russian Ambassador, had asked the State De-
partment not to recognise him. Mr. Lansing
further told me that this gentleman is under
suspicion. His attorney in this matter is Morris
Hilquitt of New York. You probably know what
his attitude has been toward the War.
