Charles Haag (1867-1933) was a sculptor. https://www.winnetkahistory.org/gazette/charles-haag/
John Peter Altgeld (1847-1902) was Governor of Illinois from 1893 to 1897.
After the failure of a competition to find a sculptor to make a likeness of Altgeld, Haag was invited to produce a preliminary sketch. This was rejected and Gutzon Borglum was then invited to produce the statue. Joseph Martin and John Waage were on the competition committee.
