The enclosed Letter has been opened here by the proper Officer,
appointed by His Majesty's Postmaster General for that purpose, and is returned to
you for the reason asssigned thereon.
To prevent, as far as possible, the like necessity of opening Letters in future, I
have to acquaint you, that Letters can be sent unpaid beyond Seas, only to such Colonies
in the West Indies and North America as are within His Majesty's Dominions,
Newfoundland excepted.
