Having settled with John Rowland
the amount $2,100 for Flour furnished ? and
being informed by him that his attorney (Mr Poe)
was in possession of the original obligation given to him
by me ? and that I would find the attorney in
Washington, who would be instructed to deliver to
me the said obligation, and reciepting to me
for the same.

On my arival here ? however ? I learned that
he was not here, and after much delay, I am
informed that he is not in this part of Country,
nor am I likely to see him ? This being so ? I
now respectfully apply to be allowed to draw
the amount due, out of the appropriation made
to settle my accounts on just and equitable
principals, and I will reciept to the Department,
under oath or bonds for the amount
thus settled, and disbursed
