Cities have been often the chief
agents of civilization, the conserva-
-tors of Society, the promotors of intel-
-ligence, the Seats of learning, the
abodes of freedom, the homes of
Enterprise, the scenes of invention,
and the Sources of political power.

But for Certain Cities the world's
history would have been other
than it is, if it had had any
history worth the writing; and the
Stones of these Cities are among the
marvels of time. The necessities
of war have located some of
them. The requirements of com-
