The war with Mexico, initiated under
the Administration of President Polk, be-
-sides settling all questions regarding the
Annexation of Texas, threw upon the
Care and Culture of the American people
the vast and sparsely settled territory of
Alta California, as the token of con-
-quest and the guerdon of victory.

But few of the inhabitants of the
territory, at the time of the Cession, had
any title to the name of Americans,
