-can laws and appointed Schoolcraft, alcalde, and
Sheriff, A. M. Turner. About the middle of
the year 1849, there was a movement to
Americanize the City's affairs. A town coun-
-cil was elected, and a First & a Second Mag-
-istrate. This Council organized and ap-
-pointed various Committees; among
others a Committee to prepare a draft
of a Charter for the nascent city.
This Charter was duly reported and sub-
-mitted to vote Sept. 20th and defeated by 146.

Oct. 10th a sort of mass meeting was
held which advised the re-submission
of the Charter, somewhat modified, to
the vote of the people. It was so done
