City and the State; because it brought
to the front the whole question of
the titles to land in City and Country;
a question in which everybody was
deeply interested in general, if not in
particular.

The title to General Sutter of
his grant, though inchoate, none
could doubt. The contention of
the "Settlers", so called, from the front-
-tiers many of them, was that the city
site was not included in the grant;
and, if included in terms, was exclu-
-ded in fact, as overflowed land;
and so was open to the settler who
made his home upon it, without price,
other than the price of possession.
