Character – held on the 5th of Sep-
-tember. During that same month
of September began the tremendous
outlay of money – continued through
trying years – for the building of a
Levee – nine miles in length,
averaging 8 ft [feet] base, 6 broad, 3 high, along the left
bank of the American and Sac-
-ramento rivers. In ordinary seasons,
and at many points, they afforded
an ample protection, but was des-
-tined, two years later, at exposed
places to be swept away like a
heap of rubbish.
