to be done over again, and a great deal more.

A better fire-department must be
organized. A system of water-works
to furnish ample supplies must be
erected. The city-site must be regraded
and a part of it filled and lifted five
feet. A new Levee must be constructed
twice as broad and twice as high as the
former one. The means of communica-
-tion with the country must be improved.
And numerous buildings for public
uses must be supplied.

All these things must be done
at once, and by a population of less
than 15000, who must burden them-
-selves with a debt of millions to meet
whose interest requires an onerous taxation.
