divides itself off into three de-
-partments – political, or civil,
industrial, and moral, freedom.
Civil freedom consists in the ca-
-pacity, opportunity, and purpose to
dwell in the best governed country,
the one, that is, nearest to an ideally
governed country. We say govern-
-ed, because we are constituted
by our Maker for society, and are
born into it. The very term society
involves rule, law, government as
essential to it, and promotive of
its welfare – requiring meum,
tuum, proprium, commodum,
and the summum bonum.
