Mr. Spruill, who is a member of the Legislature, wanted to go before the
Legislature with a bill to increase sales tax for the purpose of raising funds for a
Negro Medical School in the State.

Mr. Pearsall offered an amendment to the recommendation of the Executive
Committee which would change the second paragraph of the recommendation to
read as follows:

"(2) In all cases of applications for admission by members of racial
groups, other than the white race, to the professional or graduate schools
when such schools are not provided by and in the State of North Carolina
for such racial groups, the applications shall be processed without regard
to color or race, as required by authoritative judicial interpretation of the
Constitution of the United States, which is the supreme law of our State as
well as of the Nation, and the applicant accepted or rejected in accordance
with the approved rules and standards of admission for the particular
school."

Mr. Battle and Dr. Poe seconded this amendment. Mr. John Clark called for
a roll-call vote. Mr. Mark Lassiter seconded Mr. Clark's motion for roll-call.
The motion was put to a vote and carried. Whereupon, the Chairman placed
before the Board the recommendations, with the amendment, and on roll-call
the following members voted for the adoption of the resolution:
