Third, to pay the approved supplementary compensation earned by the members
of the department;

Fourth, to aid departmental development, research, and other purposes
recommended by the Dean and approved by the University Administration;

Fifth, any remaining surplus in the specific clinical department fund, after
compliance with provisions one through four, shall be transferred to the
Medical School Trust Fund.

The Medical School Trust Fund

On the recommendations of the Dean of the Medical School and the Administrator
of Health Affairs, subject to the recommendations of the Chancellor and the
President, and with the final approval of the Board of Trustees, monies in the
Medical School Trust Fund may be used for any or all of the following purposes:
(1) salary supplementations, (2) research activities, and (3) other Medical
School projects.

I. Departments Included

This memorandum applies to the following clinical departments:

1. Internal Medicine
2. Pediatrics
3. Obstetrics and Gynecology
4. Psychiatry
5. Surgery, including Anesthesiology
6. Radiology (in special category)

Other departments, for example, Pathology, may be included in the futute by
addenda to this memorandum.

II. BUDGETS

Annual budgets shall be prepared for each medical service by the head of
the service and shall be submitted to the Dean of the School of Medicine in
accordance with University policies and procedures.

III. ADVISORY COMMITTEE ON MEDICAL SCHOOL BUDGETS AND
PRIVATE PATIENT SERVICE

The Dean of the Medical School shall appoint an Advisory Committee of
Medical School Budgets and Private Patient Service, composed of five faculty
members, at least three of whom shall be heads of the clinical departments.
Each member's term shall be determined by the Dean. The Director of the Hospital,
the Assistant Director of the Hospital in charge of Private Patient Service, and
the Chairman of the Medical Board of the Hospital shall serve ex-officio as
permanent members of the committee. The Dean shall designate a Chairman.

The Advisory Committee on Medical School Budgets and private Patient Service
shall be a standing committee of the Medical Faculty Executive Committee and
shall report its recommendations at each meeting of the Executive Committee.

DUTIES

The Advisory Committee on Medical School Budgets and Private Patient
Service shall:

(1) Review and advise concerning all departmental budgets;
