(2) Review and advise concerning all proposals for expenditures from
the Departmental Operational Funds and the Departmental Reserve Funds;

(3) Review and advise concerning all proposals for expenditures from the
Medical School Trust Fund.
(All proposals for expenditures from the Departmental Operational
Funds, the Departmental Reserve Funds and the Medical School Trust
Fund shall be reviewed by the Advisory Committee on Medical School
Budgets and Private Patient Service and recommended to the Dean before
being recommended by the Dean to the University Administration).

(4) Strive constantly to improve the quality of patient service; and

(5) Maintain close and cordial relationship with the physicians, the
hospitals and all referring agencies of the State.

IV. THE ASSISTANT DIRECTOR OF THE HOSPITAL IN CHARGE
OF PRIVATE PATIENT SERVICE

An Assistant Director of the Hospital in Charge of Private Patient
Service shall be employed by the Assistant Controller-Business Manager of the
University, on the joint recommendation of the Director of the Hospital and
the Dean of the School of Medicine.

Duties

The duties of the Assistant Director of the Hospital in charge of Private
Patient Service will be (1) operational and (2) financial.

(1) Operational Duties

In his operational duties, the Assistant Director of the Hospital in
charge of Private Patient Service shall work with the Dean of the School of
Medicine, the Advisory Committee of Medical School Budgets and Private
Patient Service, and the members of the clinical faculty, to provide medical
and hospital service of the highest order of professional competency and
operational efficiency.

Working with the Dean, the Advisory Committee on Medical School Budgets
and Private Patient Service and the clinical faculty, the Assistant Director
of the Hospital in charge of Private Patient Service will:

(a) Appraise the private patient's ability to pay for medical care;
(b) Advise the doctors as to professional fees;
(c) Keep available current data on fee schedules in comparable
institutions, particularly in North Carolina;
(d) Assist in the allocation of facilities for the care of patients;
(e) Be constantly on the alert for suggestions and criticisms by
patients, by doctors who have referred patients, and by members of
the staff.

(2) Financial Duties

Working with the University Business Office, the Assistant Director of
the Hospital in charge of Private Patient Service will:

(a) Bill and collect all fees charged for professional services
rendered by members of the clinical faculty of the University
Medical School (including charges for outside consultation);

(b) Deposit all receipts daily in the authorized bank and file all
deposit tickets with the University Business Office;
