(c) Maintain all the accounts and records of the Departmental
Operational Funds, the Departmental Reserve Funds, and the Medical
School Trust Fund.

(d) Voucher to the University Business Office all properly authorized
expenditures from the Departmental Operational Funds, the
Departmental Reserve Funds, and the Medical School Trust Fund;

(e) Determine, with the University Business Office and the staff
physicians concerned, the proper action to take on any delinquent
account;

(f) Render to the Dean of the School of Medicine, to the Advisory
Committee on Medical School Budgets and Private Patient Service and
the heads of clinical departments monthly reports on the Departmental
Operational Funds, the Departmental Reserve Funds and the Medical
School Trust Funds;

(g) Submit to each member of the faculty of clinical departments a
monthly statement of all charges and collections for professional
services rendered by him.

V. THE DEPARTMENTAL OPERATIONAL FUND

The document approved by the Trustees stipulates that: "Income from
professional services rendered by the faculty members of each clinical depart-
ment of the Medical School will be kept in a separate account designated by
the name of the department; and these funds shall be used by that department
as follows:

"First, to pay the North Carolina Memorial Hospital for facilities
used, and the actual costs of accounting and clerical work requisite
to handling collections of charges for professional services rendered
staff, and other expenses incident to professional clinical service;

"Second, to pay those professional expenses which are requisite to the
practice of medicine: Liability insurance, licenses and privilege tax;
to pay expenses incident to attendance of professional meetings; and
to pay such other expenses as may be recommended by the Dean of the
Medical School and approved by the University Administration.

"Third, to pay the approved supplementary compensation earned by the
members of the department."

Monthly Supplementary Compensation Payments

If in any month the resources of the Departmental Operational Fund are
insufficient (after compliance with provisions "First," "Second," and "Third"
above) to pay the monthly amount of supplementary compensations approved for
the members of the department, the net amount available shall be distributed
among those members of the department who are entitled to supplementary com-
pensations; but no member of the department shall receive more than the monthly
amount previously approved as a supplement to his basic salary.

Annual Supplementary Compensation Settlements

If at the end of any fiscal year the resources of the Departmental Operational
Fund are insufficient to pay in full the approved annual supplementary
compensations of all members of the departments, the available monies shall be
distributed among those members of the department who have not received their
