1. Preparing budgets in accordance with the policies of the
Consolidated University and the Chancellor.

2. Controlling the expenditure of funds in accordance with a
budget plan approved by the Chancellor and making periodic
reports reflecting the financial transactions and position of
the institution.

3. Managing business enterprises conducted by the University,
such as dining halls and book stores.

4. Operating and maintaining the physical plant.

5. Managing utility services.

6. Managing real property owned by the University on and off
campus.

7. Procuring, storing, and issuing personal property of the
institution; and maintaining control over its inventory and
utilization.

8. Conducting a complete program of personnel administration for
noninstructional employees of the institution.

9. Maintaining adequate books of accounts of the financial activities
of the institution and of organizations under the jurisdiction
of the institution.

10. Collecting institutional income.

11. Conferring with the Finance Officer and the Business Officer
and Treasurer relative to the management of, deposits in, and
withdrawals from trust funds.

12. Maintaining custody over the institution's bank accounts and
cash on hand.

13. Disbursing funds of the institution, including the preparation
of payrolls.

14. Conducting a program of internal audit of the fiscal
activities of the institution and of organizations under the
jurisdiction of the institution.

15. Developing plans and policies for the improvement of business
services at his institution and for the expansion, contraction,
or modification of the physical plant in accordance with
policies set by The University.

16. Participating with the Business Officer and Treasurer in the
development of cooperative business services among the
components of The University.

17. Performing research work in the field of business management
as requested by the Business Officer and Treasurer."

18. Amend the Code by striking out Chapter III, Section 3-7.

President Gray indicated that under the amendments to the Code the titles
Vice President would disappear, inasmuch as the officers in the consolidated
office, in addition to the President, would be the Provost, the Finance
Officer, the Business Officer and Treasurer, and the Assistant to the
President. He reminded the Board, however, that two officers at the present
time have the title Vice President, Mr. Carmichael and Mr. Purks, and asked
for administrative discretion in continuing the titles of Vice President for
these two officers, in which event Mr. Caimichael would be known as Vice
