REPORT

"TO: Executive Committee, Board of Trustees of The
University of North Carolina

FROM: Committee on Health Affairs

SUBJECT: Division of Health Affairs

"WHEREAS: The University Code, as amended by the Board of Trustees
on February 22, 1954, states with regard to the Committee on Health
Affairs,

'The duty of this committee shall be to advise and counsel the
University Administration in reference to all matters pertaining
to the work of the Division of Health Affairs.'

"AND WHEREAS: The Health Affairs Committee was so concerned with reputed
difficulties, personality problems, lack of codes and agreed philosophies,
organizational patterns, lack of adequate reporting of operations, that
it agreed that positive action was required.

"AND WHEREAS, in accordance with the University Code the University
Administration was advised September 13, 1955 by letter to Acting Presi-
dent Purks

'The Committee understands that in its original concept the
hospital was established primarily as a teaching hospital, and that
at no time should this concept be overlooked. To aid the Committee
in its studies the Trustees' Committee, therefore, requests that
President Purks initiate a re-study and a re-survey of the organiza-
tional pattern of the Division of Health Affairs and that the
results of such a study be placed before the Trustees' Committee on
Health Affairs at the earliest possible date.'

"NOTE: (Acting President Purks presented to the Committee on
December 15, 1955 at "draft" of an organizational pattern which he
hoped might be helpful).

"AND WHEREAS: On January 16, 1956 Dr. Purks presented to the Trustees'
Committee on Health Affairs "Recommendations," suggesting a broad study
of the Division and certain changes in organizational pattern which he
thought might improve the internal operation of the Division.

"Note: (Dr. Purks' "Recommendations" were distributed to the six
units comprising the Division and requested written comments
thereon have been received by Dr. Purks and the Committee on Health
Affairs).

"NOW, THEREFORE, BE IT RESOLVED:

"The Committee on Health Affairs reports as follows:

"1. Sufficient problems apparently exist within the Division to
justify the University Administration giving the closest immediate atten-
tion to a study of the basic philosophies of the Division and each unit
thereof, together with the adequacy of the existing organizational
structure needed to carry out those philosophies.

2. The University Administration - under the University Code - has the
authority and responsibility to make such a study. The Committee on
Health Affairs should not usurp the function of the University Adminis-
tration but should only "advise and counsel" the University Administration.
For the Trustees to do otherwise would establish a precedent contra to
well-established University organization and not in the best interest of
the University as a whole.

"3. Report of conclusions arrived at and actions taken by the Administra-
tion with respect to the Division should be govem tp the Committee on
Health Affairs in written form by May 1, 1956 in order that said Committee
