Sir:

It has recently come to my
knowledge that S.W. Farren, who was for some
months in charge of the Reservation at Round
Valley is about making application through his
friends for a commission as permanent Agent, for
that place. I discharged Mr. Farren on my recent
trip to Round Valley for living in open prostitution
with a squaw and allowing the same thing to
be done by others upon the Reservation. He also
all made certain class of men, known as Kidnappers,
contrary to my written instructions, to visit the
Reservation at their pleasure. He also received
and killed the fine bulls, (which appears on Mr
Henley's property returnsm, and which I was ordered
to receive) without my knowledge or consent.
I placed him in charge at the time I took
possession, as an expedient for which I had no
remedy, and removed him as soon as these things
came to my knowledge. I appointed in his
place a man named Yokum, who has a family
now living on the Reservation. I will recommend
