A statement of the requisition drawn by the Secretary of the Interior upon the Secretary of the Treasury for the appropriation for this Superintendency is before me. In this statement, as in the appropriation for June, the allowance for employees is incomplete. By reference to the law of April 8th 1864. under which I am acting, you will observe upon examining Sec 5, that we are allowed one physician, one blacksmith, one assistant blacksmith, one carpenter, and one farmer, for each reservation. In the notice I have received from Mr French, I am allowed $1200– for Blacksmith, carpenter & farmer in California.

The whole number are employed, and in some cases I have been compelled even to exceed temporarily the number allowed by law. It will require $6000. instead of $1200. to pay these employees.

No provision whatever has been made for their payment from the 25th of May to the 30th of June.
