Voucher 40. Jno Rains - Spcl. Agent &c $556-
Mr. Rains was appointed Spcl.
Agent for the San Luis Rey Indians in
San Diego County, on account of his acquaitance
with, and influence over them. He served in
that capacity about three years - during
which time there was much trouble and
difficulty between these Indians and the
whites, and his services were very valuable
in preserving peace. He was allowed on certain
occasions, in order to induce the Indians to
remain peaceably at their homes, to give them
a Bullock. Mr. Rains, although he acted
as Agent for three years was only paid
for three months, the time employed by
him is quitting Indian hostitilies. His
services were very important. The beef
furnished was at a low price, and its
distribution was necessary. The remarks
to Voucher 1 are applicable to this.
