The necessity for this service was deemed
imperative. In the winter of 1858, the Indians
in Placer County collected together a large
numbers indicating a general preparation for
war; and great alarm existed among the
people for fear of a general outbreak, so
much so that the whites had collected
together in several instances, and there was
considerable talk of a war of extermination
against the Indians for self protection. Mr.
Lovell having been in the service, and being
well acquainted with the Indians, and having
great influence with them, was appointed a
Special Agent and instructed to give his
personal attention to these difficulties until
the danger had passed away. The service
has been productive of much good.
