Finances of the Institution.

The salary budget for 1927-28 is $28,600.00 (See appendix). This
represents the total cost for both administrative and instructional purposes.
The legislative appropriation for operating expenses is $35,000.00. From
July 1, 1927 to December 31 the institution recieved $6,603.85 from fees and
tuition. At this rate the total this year from those sources would be
approximately $12,000.00. The total resources for the year should amount to
not less than $45,000.00. For 1928-29 the legislative appropriation for current
expenses is $45,000.00, an increase of $10,000.00 over the present year.
Assuming no increase in the rate of fees and tuition per student, but with a
normal increase in the number of students, the total resources from those sources
for 1928-29 should be $15,000.00. The total resources for that year would
approximate $60,000.00. The resources, then, would seem to be sufficient to
care for a normal increase in student body and to provide for any necessary
increase in teaching force due to the addition of the fourth year of college work.

Recommendations and Suggestions.

In the light of the function of the North Carolina College for Negroes,
as we conceive it to be from an interpretation of the Preamble to the bill which
created the institution, and in view of the resources at the institution's
command,-in the light of these two considerations we are submitting the
recommendations and suggestions which follow.

1. It is recommended that the institution, at the present time, re-
strict its effort and interest to the training of the following types of high school
teachers:

English Science French
Mathematics History Latin
Commerical Education
