The Board of Trustees of the Durham State Normal School
for Negroes met in the Chamber of Commerce office at eleven
o'clock, A. M., Tuesday, August 28th, 1923, with the following
members of the Board present: Mossrs. R. L. Flowers, N. C. New-
bold, W. J. Brogden and J. B. Mason.
The meeting was presided over by the chairman, Mr. W. J.
Brogden.
On motion of Mr. R. L. Flowers, seconded by Mr. H. C. New-
bold, J. B. Mason was elected Secretary and Treasurer of the Durham
State Normal School for Negroes, being required to give a bond in
some Surety Company in the sum of Ten Thousand Dollars, the premium
on same to be paid by the State of North Carolina.
On motion duly made and seconded that the cheif executive
executive officer of the institution to be designated as Principal.
On motion of Mr. R. L. Flowers, seconded by J. B. Mason,
Mr. N. C. Newbold and Dr. J. E. Shepard be and they are hereby
appointed a Committee to submit to the Board at its next regular
meeting a plan of organization of the School, together with the
prescribed duties of all officers and agents of the School.
On motion of R. L. Flowers, the following resolutions were
adopted and made a part of the minutes:
a. That the institution be known as the Durham State Normal
School for Ngroes.
b. Principal. That the chief executive officer of the
institution be designated as Principal, That the principal
be expected to spend his time on the grounds of the School study-
ing every phase and detail of its organization; that the familiar-
ize himself thoroughly by painstaking study and investigation with
the methods and practices of the best standard Normal Schools in
the country. Three or four major problems will constantly face the
