I might add that the State Board of Education who under our present
laws, has final authority in the Management of the,- to-be-developed, Durham
State Normal School for Negroes, has appointed a Board of Trustees to have
immediate control of the organization and conduct of the new school. The
personnel of this Board is as follows:

W. J. Brogden, Chairman
J. B. Mason
[crossed out W. D. Carmichael]
N. C. Newbold
R. L. Flowers

The facts just stated mean that the board of trustees named above
must select a principal and faculty, determine upon salaries, standards, who
shall be admitted and the general policies of the Durham State Normal School.

2. Suggestions.
For the consideration of the Board of Trustees I am making below some
suggestions which are as far as possible in line with policies and practices in
force at our other three state Normal Schools for Negroes.

a. Name. That the Institution be known as the Durham State Normal
School for Negroes.

b. Principal. That the chief executive officer of the institution
be designated as Principal. That the principal be expected to spend his time
on the grounds of the school studying every phase and detail of its organization;
that he familiarize himself thoroughly by painstaking study and investigation
with the methods and practices of the best standard Normal Schools in the
country. Three or four majo problems will constantly face the principal for
solution, viz: 1. Finance; 2. Faculty and organization; 3. Course of Study;
4. Keeping the school in satisfactory touch with the public - a dual public.
