Dear Sir
I have yours of the 30th
making inquiries as to the feasibility
of your obtaining a charter for a
Railroad from Constantinople to the
Persian Gulf.
As to the feasibility I
can only say that from a personal
interview I had with the Sultan
when I was in Constantinople I
judged him to be very much interested
in the subject of such a road.
He asked me if I would undertake
its construction and I have no
doubt if I had consented he would
have given most liberal concessions
