Brown County is bounded on the north and east by the line between Wisconsin and Michigan, on the south by the counties of Manitowoc, [Calumet], Fond du Lac, Winnebago, [and Marquette], and on the west by the Territory attached to Portage County or the line between the ranges nine and ten. The boundaries may be more accurately traced as follows; begin on the Neenah river on the line between ranges nine and ten (on Buffalo Lake), and run north to the Territorial boundary, thence east and south along said boundary to the line between townships twenty and twenty one, thence west to the north west corner of Winnebago County, thence south to the Neenah, thence up that stream to the beginning. Much of this county west of Green Bay and the Neenah river has not been surveyed and consequently but little is known of its geographical [the] details [crossed out] or extent. Brown county was organized by an act of the Legislature of Michigan, passed Oct. 16th, 1818, and then included all the country between Lake Michigan and a line drawn north and south [crossed out] through the middle of the portage between the Neenah (Fox) and Wisconsin rivers.
