Above Lake Pepin the bluffs are less steep, and attain a less elevation than below that lake, where they are usually estimated to be from four hundred to five hundred feet high. Below the State line there are two rapids which obstruct the navigation very materially when the water is at a low stage, but when the water is high there is no difficulty in passing them.
