29 COMMON COUNCILOF THE CITY OF SEATTLE Be it remembered that on this the 3rd day of February 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The following Officers are presents, tour: His Honor the Mayor L.P. Smith and Councilmen Thomas Clancy, John Collins, M. Densmore, Wm A.Jennings, John Keenan, Moses Keezer & Charles McDonald Thereupon the following proceedings are had A petition is received from Dr.J.M.Kollock & others praying for the appointment of a Police Officer whose beat shell be between 3rd & 6th Streets and Seneca & Marion Streets; thereupon the prayer of the petition is granted A petition is received from C.R. Dore praying for the remitting of a Road Poll Tax; thereupon the same is referred to the Finance Committee A petition is received from Ah How praying for the right to use a Terra Cotta Chimney is his wash house; thereupon the petition is laid on the table A petition is received from Thomas Burke & others praying for grading of Second Street from Mill Street to Pike Street; thereupon the prayer of the petition is granted upon the unanimous vote of all the members of said Council and the Ordinance Committee is instructed to submit at next regular meeting an Ordinance authorizing such improvements. A petition os received from S F Coombs & others praying for the grading of Front Street from Pike Street to Lake Avenue Street; thereupon the prayer of the petition is granted upon the unanimous vote of all the members of said Council and the Ordinance Committee is instructed to submit at next regular meeting an Ordinance authorizing such improvements. The regular monthly reports of the following CIty Officers are received & ordered filed, To wit: Street Commissioner, Fire Warden, Harbor Master, City Justice & City Attorney And now the City Treasurer submits his semi annual report ending Dec 31 1882; thereupon the same is referred to the Finance Committee And now the Finance Committee make their report upon the petition of Melody Choir; thereupon it is ordered that the Clerk be

By reason of the absence from the City of His Honor the Mayor Councilman U.M. Rasin is elected to the position of Acting Mayor to serve during such absence. Petitions Received From W.D. Lyts for the right to erect a building near the Columbia Street Incline. Referred to the Committee on Streets and Street Improvements. From John H. Carr et al for a sidewalk on the north side of Jackson Street from the west side of 8th Street to the the west side of 6th Street. Referred to the Committee on Streets and Street Improvements. From F.X. Prefontaine et al for a refunding concert license paid by Catholic Church. Referred to the Committee on Streets and Street Improvements. From E.A. Turner et al for the right to raise a sidewalk on 8th Street fronting Lot 5 Block 40 and to grade and raise crosswalk. Referred to the Commitee on Streets and Street Improvements. From M. S. Booth et al for a street lamp corner Jefforson and 5th Streets. Referred to Gas Light Committee. From W. N. Bell with a reference to a sidewalk in front of Odd Fellows Hall on Front Street in BellTown. Referred to the Committee on Streets and Street Improvements. From E.W. Rea asking for further time in which to complete the New City Engine House. Referred to Jail Comtee. From H.J. White protesting against paying grade tax for Union Street grade. 170 JOURNAL OF THE PROCEEDINGS OF THE Nov 10/82 petition of W.D. Lyts for the rights to erect a building on Columbia Street be denied. Adopted and petition denied. From Streets and Street Improvements recommending that all bids for South 2nd Street improvements be rejected. Adopted. Ordered that the Clerk be and hereby instructed to delay advertising for new bids for said improvements until the further order of he Council. From Streets and Street Improvements recommending that the protest of H.J. White against paying Union Street grade tax be denied. Adopted and protest denied. From Streets and Street Improvements recommending the construction of a wooden sewer from 5th Street alongMadison to the Bay. Adopted and City Surveyor instructed to submit plans and specifications therefor. From Street sand Street Improvements recommending the granting of the petition of E.A. Turner et al for raising a sidewalk in 5th Street and etc. Adopted and Streets Committioner instructed to make the necessary improvements. From Streets and Street Improvements recommending the granting of the petition of John H. Carr et al for a sidewalk on the north side of Jackson Street from the west side of 8th Street to the west side of 6th Street. Adopted and Judiciary and Legislative Committee instructed to submit a proper ordinance. From Streets and Street Improvements recommending the denial of the petition of W. N. Bell with reference to sidewalk fronting Odd Fellows Hall in Belltown. Adopted and petition denied. From Street and Street Improvements approving the reports of the Surveyor on 2d and 3d intersecting grades and of Front Street grade, also of Street Commissioner. Adopted. Ordered that the Fire Warden be and is hereby instructed to purchase a new hose carriage and 300 feet of Maltese Hose and the Judiciary and Legislative Comtte. are instructed to submit the proper ordinance therefor. To the Honorable the Board of Aldermen of the City of Seattle Washington State of Washington County of King C E W Bowers being duly sworn doth depose & say that he has read the report made by the Hon Committee to whom was refused his claim for reduction of Street Assessment on Olive Street in Seattle whereby it appears that said report & recommendation won & said upon erroneous information as follows to wit: "that from petitioners property is located 120 feet on Olive Street 60 feet in Seventh Street and 17&1/2 feet on 6th Street. Whereas in truth and in fact your petitioner has no property on 7th Street Whatever. That his property is Lot 1 in Block 6 Heirs of Sarah A Bell Addition to Seattle which property by a reference to the Map of the City. as to the Plat of said Addition will be seen to embrace 17&1/2 feet on 6th Street and 120 Feet on Olive

That is to say said permission extend just half the distance from 6th Street to 7th Street That the lot on the corner of 7th and Olive Streets is the property of Patric Conningham (whose given name is not known to your petitioner) and is at least 80 feet on 7th and 120 feet on Olive & the assessment thereon is $155 which is greatly disproportionate to your petitioner's under any circumstances believing that your Hon Committee if currently informed as to the facts will recommend a reduction of your petitioners assessments. he therefore repectfully asks a reconsideration thereof and that in Communication herewith that his former petition be read which fully explains his reason for asking a reduction which in breif is that said assessment was made on the basis of a full sized lot to wit: 60 feet on 6th Street by 120 on Olive St. whereas it is a fractional lot and is but (17&1/2 ) Seventeen feet 6 inches on 6th by 120 feet on Olive.
