104 JOURNAL OF THE PROCEEDINGS OF THE Aug 4/82 Be it remembered that on this the 4th day of August 1882, the Common Council of the City o fSeattle meets in its Council Chamber pursuant to law Present, His Honor the Mayor, H G Struve and councilmen John Collins, Chas F Clancy, O F Cosper, Frank Gash, G L Manning Chas McDonald and U M Rasin Thereupon the following proceedings are had. The Mayor submits and reads a communication to the Council with recommendations for legislation for the ensuing year; ordered that said communication be published Ordered that 25 copies of the order of business and list of standing committees be published in card form for the use of the Council A petition is received from Harman & Thurlow praying for a lease of a portion of Seneca Street; said petition is referred to the Comittee on Streets and Street Improvements. A petition isreceived from E A Turner et al praying for the construction of a sidewalk on King Street from 7th to 10th Streets, referred to Committee on Streets and Street Improvements. Reports of the folowing Offices are received and referred to Committees; vizStreet Commissioner To Committees on Streets and Street Improvements Fire Warden To Fire Committee Harbor Master To Committee on Harbor and Wharves Treasurer To Finance Committee City Justice To Legislative and Judiciary Committee And now the Council proceeds to elect the City Officers for the ensuing year with the following resultClerk E S Osborne Attorney C H Hanford Treasurer J D Lowman Justice of the Peace Frank Seidel Health Officer Dr. E L Smith Surveyor F H Whitworth

108 JOURNAL OF THE PROCEEDINGS OF THE Aug4/82 The report of the following officers are received and ordered placed on file, viz: Street Commissioner, Harbor Master, Fire Warden, City Justice, City Attorney Ordered that the clerk be and he is hereby instructed to advertise for bids for the furnishing of the City with the following articles for the ensuing year; viz: Lumber & Stationary; and for bids for lighting the gas lights, and doing the Printing of the City. Ordered that the Committee on Health and Police be aand they are hereby constituted a Board of Health. Ordered that the Council stand now adjourned. Present his honor, the mayor, H.G. Struveand councilmen Charles F. Clancy, O.F. Cosper, Fred Gash, G.L. Manning, Charles McDonald and U.M. Rasin. Thereupon the following proceedings are had. A communication is received from the mayor relative to a defect in ordinance No 292, and is ordered filed. The Legislative and Judiciary Committee are instructed to submit an ordinance replacing ordinance No 292. A petition is received from A.P. 111 COMMON COUNCIL OF THE CITY OF SEATTLE Aug18/82 Be it remembered that on this the 18th day of August 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment of August 11, 1882 The following Officers are present to wit: His Honor the Mayor H G Struve and Councilmen Charles F Clancy, O F Cosper, Fred Gasch, Charles McDonald, and U M Rasin Thereupon the following proceedings are had; A petition is received from H E Herndon for the allowance of $21.00 on account of sidewalk constructed on Jackson Street; thereupon the same is referred to the Committee on Streets and Street Improvement A petition is received from D M Crane et al for the opening of the alley through Block 19 of Boren's plat; thereupon the same is referred to the Committee on Streets and Street Improvements. A petition is received from the Columbia and Puget Sound R R Co. for a reduction on their assessment for and on account of the Jackson Street sidewalk, thereupon the same is referred to the Committee on Streets and Street Improvements. A communication is received from His Honor the Mayor with reference to Ordinance No 157; thereupon the Communication is referred to the Judiciary and Legislative Committee with instructions to submit an ordinance fixing the license of Peddlers at $200 per year and that no license be issued for a shorter period than 3 months. And now the Committee on Public Buildings, Property and Grounds make their report upon the petition of W W Holcomb et al and recommend that all records of the City Cemetary be referred to same Committee for revision thereupon the report is accepted and the matter referring to the Cemetary are referred to the said Committee on Public Buildings Property and Grounds. And no the Finance Committee make their report upon the petition of Framenthal Bros for the remitting of 10 percent upon delinquent taxes due for and on account of Jasckson Street sidewalk (recommending that the petition

124 JOURNAL OF THE PROCEEDINGS OF THE Sept4/82 And now the Council proceeds to consider an ordinance entitled "To amend Sections 6, 7, 8 and 9 of Ordinance No. 589", pending which the matter is laid over until Friday evening. And now the Gas Committee report in the matter of attending the street lamps recommending that the contract be awarded to J. L. Kahaley. Report adopted and contract is awarded. And now the Council proceed to consider Ordinance No 297 entitled "To provide for the letting of certain contracts for sidewalks on Pine and 9th Streets and Stewart, 10th and Virginia Streets under Ordinances Nos. 280 and 281; thereupon the same is adopted upon the following vote, to wit: In favor of adoption Collins, Clancy, Gasch, McDonald, Manning and Rasin. Against adoption none. And now the Council proceed to consider Ordinance No 298 entitled "A special ordinance appropriating money to pay audited bills"; thereupon after due consideration said ordinance is adopted upon the following vote, to wit: In favor of adoption Collins, Clancy, Gasch, McDonald, Manning and Rasin. Against adoption none. And now the Council proceeds to consider Ordinance No 299 entitled "A special ordinance appropriating money to pay audited bills" thereupon after the due consideration said ordinance is adopted upon the following vote, to wit: In favor of adoption Collins, Clancy, Gasch, McDonald, Manning and Rasin. Against adoption none. And now the Council proceeds to consider ordinance No 300 entitled "A special ordinance appropriating money to pay audited bills"; thereupon after due consideration said ordinance is adopted upon the following vote, to wit: In favor of adoption Collins, Clancy, Gasch, McDonald, Manning and Rasin.
