Sir:

I have the honor to state that April 27, 1871 at Corvallis Oregon, I made a verbal agreement with the County Surveyor of Benton County, Oregon, Mr. George Mercer, that he should within two or three weeks survey the light house reservation at Benton County, Oregon. Shortly after this, however, he had work that prevented his undertaking this job and I have never heard from him until this day when the overseer sends me his bill.

In June I had contracts drawn up but could not find Mr. Mercer prior to June 30 so the contracts could not be signed. I would respectfully inquire whether this can in any way be paid from the

Simpson was received the day ??? ??? (before - 20 days?)after it was written _ The same day he received the bill of Fir Lumber for the Light Keepers dwelling at Cape Foulweather which he had mailed in San Francisco, 32 days before to his partner at the Saw mill on Yaquina Bay which however had been duplicated 3 days before just after Mr. Brown and I arrived at the bay.During the 7 days from the time I left Corvallis for Cape Foulweather till my return it rained every day. On account of the failure in the mails the preparations for landing material had not been made.As the Tower Cannot be completed before next fall it seemed on the whole best not to commence the dwelling as it would be impossible to enclose it before the rainy season sets in. Every means is being used to get all the materials on the site

Sirs:- Complying with Board's letter of 9th September, 1903, File No. 1053, enclosing letter from Mr. Edwin Stone, Manager, Corvallis & Eastern Railroad Co., we have the honor to submit the following joint report on the question of leasing the Light-House Reservation and property at entrance to Yaquina Bay, Oregon. A map of the reservation, showing boundaries, building, etc. is herewith. The whole reservation was temporarily transferred to the War Department under authority dated Oct. 24, 1888, Secretary of the Treasury, in connection with improvement of this entrance. Copy of this authority is enclosed. The necessity for the use of a portion at least of the reservation by that Department has, apparently, not ceased this portion should not be leased. The buildings marked "A" on the map were erected by that Department. There would seem to be no objection to leasing such portion of the reservation as is not needed by the War Department for a long term of years, say twenty, under proper restrictions and after due advertisement to the highest bidder.

CORVALLIS & EASTERN RAILROAD COMPANY. Albany, Oregon, Aug. 31, 1903.

U. S. Lighthouse Board, Washington, D. C. Gentlement:-- The Lighthouse Department have at the entrance to Yaquina Bay a reservation consisting of probably 30 acres of land, on which there stands an old abandoned lighthouse with a keeper's building. This land is of no use to the Government, and I desire to ask you if it cold be leased for a long term of years for the purpose of building a hotel and perhaps some cottages. The locality is something of a seaside resort and I think it could be made available in this way. I shall be glad to hear from you on the subject as soon as possible. Yours truly, Edwin ??? Manager.

Sir: Inclosed the Board sends you a copy of a letter dated Albany, Oreg., 31 Aug., '03, from Mr. Edwin Stone, Manager of the Corvallis & Eastern Railroad Company, asking information relative to leasing the old abandoned light-house property at the entrance to Yaquina Bay, Oreg. The Board requests you to confer with the Engineer of the 13th Light- House District, and with him make a joint report and recommendation in the matter. Respectfully, ??? Captain, U. S. 2 Light north wind & calm these 24 hours with fair and warm weather - Sea smooth - General duties for the day - Barometer 30.25 - Keeper and assts showing visitors in the tower - Had twenty seven visitors - Keeper cutting ??? iron to put in his furnace.

3 Fresh and moderate breeze north these 24 hours - First part of 24 hours thick - Last part of 24 hours fair and heigh dry fog - Sea moderately smooth - Barometer 30.02 - Had twenty one visitors - 1st & 2nd assts showing visitors in tower - Keeper went to Newport after mail & supplies.

4 Fresh and moderate breeze north these 24 hours with fair weather - Sea quite smooth - Barometer 30.02 to 30.12 - General duties for the day. Keeper cleaning out hen-house and other out buildings - 1st and 2nd assts went to Newport after mail & supplies.

Keeper went to Newport after supplies and attend to important business - 2nd asst returned to the station at 9:30 A.M.

13 Light south to north wind these 24 hours - First part of 24 hours thick weather and damp - Last part of 24 hours fair - Sea rough - Keeper and 1st asst putting wood into keepers cellar - Barometer 30.25 - 2nd asst went to Big Creek to se about wood - Had two visitors. U.S. Light-House Tender Manzanita passed the station about 6 P.M. going north - Hoisted ensign after she passed 1 1/2 miles.

14 Fresh breeze north these 24 hours with fair weather and little hazy - Sea rough - General duties for the day - Barometer 30.14 to 30.05 - 2nd asst went to Newport after supplies and also on the beach after wood - Keeper went to Newport after mail & supplies.

15 Fresh & moderate breeze north these 24 hours with fair and warm weather - Sea quite rough - General duties for the day - Barometer 30.10.
