James Garrard, Governor of the Commonwealth of Kentucky,
from whom these presents shall come, Greeting:
KNOW YE, that Thomas Arnold
Esquire, whose name is subscribed
[?] the instrument of writing hereto annexed was
at the time of subscribing the same clerk of the
Paris district court, and that John Allen
Esq. was at the same time one of the Judges
of the said court, they having been
[?] and commissioned, and full faith is and ought to be given
certificates and other official acts.

In Testimony whereof, I have hereunto set my hand, and caused
the seal of the State to be affixed, at Frankfort, on the 20th day
of June in the year of our Lord, One thousand eight
hundred and three.
