Sir

By an act of Congress passed the 2^d^ of May
1792 it is inacted "That when theUnited States shall
be invaded, or be in imminent danger of invasion from
any foreign nation, or Indian Tribe it shall be law-
ful for the President of the United States to call forth
such number of the militia of the State or States most
convenient to the place of danger or scene of action as
he may Judge necessary to repel such invasions and to
issue his orders for that purpose &, etc." which powers
the President of the United States has vested in me.

And as your state is in immediate danger and
would be yet more so should any disaster happen to the
Legion_I have thought it most proper to call upon
you as Commander in Chief of the Militia of Kentucky
to issue your Orders for drafting and embodying Fifteen
Hundred Militia immediately. in addition to the
mounted volunteers_ or so many as will make up
