London 17th: November 1692

Sir The late Justice Counesbey is returned from Ireland and yesterday took his place in the house of Commons & the discourse is renewed tha he will be one of the Secretaryes of State We hear further from Ireland that since the Prorogeing of the parliament divers Members peticioned the Lord Livetenant to come for England to represent the state of the protestants of that nation

His Excellency replyed they had done well if they asked leave to come over to aske the Kings pardon for the Riotous assemblyes and soe dismissed him in the Negative -

The London Merchants yesterday Delivered the house of peers a petition sub scribed by many hands wherein they set forth that the Enemye hath taken since the Warr 150 of their ships value 3 Millions of Monye and prayed redress thereon which is referred to a Committee -

Vpon Motion in the Kings Bench that the Witnesses against Young are not readye his Tryall is deferred till next Monday notwithstanding the Escape of Black head he being in the Indictment with him -

Yesterday one Stafford a Noto rious high way man was Committed to Newgate

{in the same character to the Imperiall Court his Credentialls being ready to pass the seales and Mony is ordered to Defray his charges = Dr Slaughter who has a good Benefice in Cambridgeshire is presented by the Church wardens for not Religiously observing the publick ffast Dayes = Letters yesterday from Deall say}

Since my last we hear from Harwich that 100 Saile of Laden Collyers passed by that port and as ma ny More were following them

The honorable Charles Bertue Esquire goes suddenly their Maiestyes Embassodour to the Court of Denmark to Traverse the Designes of ffrance -

Edinburgh 10th: a ffrench Privateer of St Malo gave chace to 2 of our Merchantmen who finding they could not otherwise Escape run themselves ashoar and the Mounsieur Greedy of his prey stood soe near after them as to strike vpon the sands and at low water the Country came in and seized them Captain: and Crew and vpon the [re....] of the Tyde the privateer staved to peeces - -

Yesterday 3 Clippers were sei zed as they were at work in Goodmans ffeild and Committed to Newgate

The heads of the new Bills for the Tryalls of Treason the Bill enacts that all persons Indicted for the same shall have a True Coppy of the Indictment to Enable them to advise with Councill there vpon -

All persons by vertue of this act shall be admitted to make their Defence by Councill & to make any proof they can by vertue vpon oath-

And in case the Councill shall refuse to plead the Court shall assigne Councill to such persons -

{Ordered That a Bill be brought in;to make periury and subornation ffellony = Michaell Hill Esquire Sone in Law to the Lord Commissioner Trever is chosen a Member of parliament for Saltash in Cornwall in roome of Sir Iohn Carew Baron deceased One Mr [Hepney] formerly Envoy to the Court of Brandenburgh is appointed to goe}

that noe person shall bee Convicted but by the testimony of 2 lawfull witnesses the party shall without violence in open Court Confess or stand Mute or peremptorily Challenge to the Number of 35 of the Iury -

That noe person after a li mitted tyme shall be prosecuted unless the Matter be presented in a Convenient season and not afterwards -

That all persons shall have Coppeyes of the [Impanicall] some dayes at least before they are tryed and shall have the like process to Compell the witt nesses to appear for them att any Tryalls as is vsually Issued out to Compell witt nesses to appeare against them -

And that noe Evidence shall be given of any [overlack] that is not Expresly [....] in the Indictment -

Provided that nothing in this act shall [Extend] to limitt any tyme for Impeaching in parliament any person or persons for high Treason -

ffuller the Evidence who was to be tryed this day .. vpon Motion that his wittnessees are not ready Deferred till Monday next -

The house of Lords sate this day [...] vpon Intimation of the King had discharged the Baile of the late Committed Lords the house proceeded noe further in that Debate - Their Lordships afterwards

{read the bill the first tyme for Butter and Cheese and read over their protractions and then adiourned = This day we had Letters from portsmouth which say that Sir ffrancis: Wheeler was iust ready to saile to the West Indies and that Sir Iohn Ashby was sett out for London in order to attend the [...] & will appear their to Morrow = The East India Bill is put off till wednesday [...] when it will be Debated if nothing [..] Intervene}
