STATE OF TEXAS.
COUNTY OF TARRANT.
CITY OF FORT WORTH. Whereas Bulgin Plumbing Co a firm
composed of J. M. Bulgin and Frank Bulgin
have been by the City Council of said City of Fort Worth duly licensed
to do plumbing work within the corporate limits of said City,and Whereas
the City Council of said City requires all persons so licensed to execute
to the city a bond in the sum of $1500.00 with certain conditions, Now
therefore know all men by these presents that we J.M. Bulgen
and Frank Bulgin as principals, and ________________
and ______________ as sureties all of Tarrant County Texas
do hereby acknowledge ourselves jointly and severally bound to
pay to the City of Fort Worth at Fort Worth Tarrant County Texas the sum
of $1500.00 The condition of the above obligation is such that if the above
bounded Bulgin Plumbing Co shall well and truly perform all
plumbing work done by vitue of the license granted them by said City in
accordance with the ordinances of the City, and in complianse wirh [sic] the
rules and regulations of the Fort Worth City Water Works now in fores, or
may hereafter be adopted pertaining to the same, and shall pay to the
City of Fort Worth all damages that may occur to the sewer, or property of
the city by reason of any plumbing work done by Bulgin Plumbing Co
and also all fines and forfeitures that may arise by reason of the viola-
-tion of any of the ordinances of the City, or any of the rules and
regulations of the Fort Worth City Water Works, and also pay all damages
that may occur for which the City may be held in any manner liable to any
person or persons,by reason of the negligence of said Bulgin Plumbing Co.
their servants and agents in tearing up Streets, Alleys, and Sidewalks of
said City,and leavinf [sic] same unguarded, or unprotected or in bad condition.
Than the obligation shall become null and void; otherwise to remain in
full force and effect. This bond shall not become void after recovery
upon the same.

Bulgin or Bulgen? This document looks like Bulgin but on others where print is a little clearer, its Bulgen. So I opted for this spelling, but you may want to look to see what you think.

Fort Worth Public Library

By a search through the 1899 Fort Worth City Directory. I found a Frank Bulgin. I am inclined to go with the spelling of Bulgin instead of Bulgen.
