Be it Resolved,

We. Your Finance Committee, never contemplated that Mr. Erwin was
to receive any penaltiees except on the tax
that the collector could not collect, and
that was actually collected by him. We therefore
believe that Mr. Erwin has been fully paid for
the services rendered and recomend that
his claim be received and filed.
