Gentlemen:-

In obedience to and in compliance with the terms set out in the written contract entered into between the City of Fort Worth and the Parker-Washington Company of date July 16th, 1903, to do and perform certain work on Houston Street, Fort Worth, Texas, as is more fully set out in said contract, this is to advise that the work to be performed and the duties imposed upon the Parker-Washington Company by said contract was fully executed and completed on the 28th day of March, 1904.

To the Honorable Mayor and City Council:- Fort Worth, Texas.

Gentlemen:-

I respectfully sibmit to your honorable body this,my report,showing the collections made by me of the unpaid and delinquent taxes for 1901 and prior years,beginning with April 20th, 1903 up to March 22nd,1904. The collections made are as follows,not includ ing the penalties.

There was were on hand file in the District Courts of Tarrant County thirty one suits to be tried or other wise disposed of,at the time I took charge of the Tax matters for the City. In about ten of them the taxes has been paid and also the costs,and in some of the others the taxes has been paid,but as yet have not be able to get the defendants in the cases to pay court costs. In some of the cases the owners of the property owe taxes for several years but are not able to raise the full amount of the taxes,and they are and have agreed to pay one year each month until the full amount including court costs has been paid. In most of the others new parties have been made to the suit and the cases will be disposed of either by trial or payment of the taxes.

There are about ten new cases that has been filed during my term of office,two of which the taxes has been collected and the cases dis posed of,and the others are in shape to be disposed of as soon as the City can get a trial.

I have endeavored to collect without filing suits, as such and avoid taking chances of placing the City in for costs,but I believe that the time has

when suits will have to be filed and force collection of the taxes remaining unpaid.

There are several people,who owe taxes for a number of years and are unable to pay the full amount at once,and they have agreed and are paying their taxes, year at a time, each month.
