To the Hon Mayor & City Council

With reference to the attached petition I have the honor to report that it seems to me that it is nothing but an ordinary appreciation for the reduction of valuation and therefore it would be illegal to grant same unless

The city should take the position that its property is not worth the taxes & penalties now due and that it is for the best interest of the city to agree on some figure which it will take rather than the property whether the property is worth more or less than all the taxes due is a question on which I am not advised.

Usually unless property is largely in excess imvalue over the taxes due it is best to settle as on a sale for taxes property will never be bought unless there is a large excess and the result is that the city gets a piece of property of better value practicarly none to it
