To the Honorable Mayor and City Council of the City of Fort Worth.

Gentleman:

We, your special committee appointed to report to the City Council
plans for sewering of the Fifth, Sixth, Seventh and Eighth Wards, duly
made and passed the following resolution which is expressive of our action,
which said resolution is as follows to-wit:

Be it resolved, by the special committee appointed by the council to
consider the sewer system in Fifth, Sixth, Seventh, and Eighth Wards,
that it is the sense of this committee that the sewer system shall be
built for those portions of the said Wards which cannot be reached
under the present sewer systems of Fort Worth, and those por-
tions of said Wards which is unwise to sewer in connection with the
present system.

The said system shall be built by the city of Fort Worth; and that it
is the sense of this committee that setting apart of 5 cents on the
hundred dollars of the taxable values of Fort Worth for a period of ten
years will be amply sufficient to cover the cost of said sewer system .

It is the sense of the committee that said 5 cents should be set
apart for the said purpose; and be it further resolved by the committee
that the city engineer be requested to furnish to the city council a de-
tailed plan of the construction of the said sewer system, together with
his estimate of the total cost of same; and together with such other in-
formation as to what portions of the city need not immediately be sewered
as may be necessary; and that said city engineer shall proceed immediate-
ly to make detailed drawings for the construction of the said sewer sys-
tem and submit same to the council at the earliest possible moment; and
that upon the report of same coming to the said council, the council shall
cause advertisements to be made for the due consideration of the work, on
terms substantially as set out: To-wit one-tenth of the contract price to
be paid each year, with interest on the balance at 6 per cent per annum,
