To the Honorable Board of Commissioners, of the City of Fort Worth, Fort Worth, Texas.
Gentlemen:-
In regard to the hallway in the rear of the City Hall building and adjacent to the office of the Assessor and Collector, and now occupied by the stairway which you desire to have remodeled and made into a vault room, we wish to say that we have examined same and found it to be practicable, and in our opinion the best way to make the same effective with the smallest cost to the City is as follows; The same to be specifications governing the work in case the contract is awarded to us: First, that all inside wood-work including floors, stairways and casings to be removed, the sash and frames of windows to be left intact, and the opening to be closed with a 12" brick wall, flush with the inside of building; that the large doors now swung on the inside be removed and reset on the outside of the frames; all glass to be painted.
SECOND; that a new brick wall, 9" in thickness be built on the inside, and at a distance of 2" from the present old wall on the East and North sides. This new wall to rest on a double I beam girder of sufficient strength to carry. The one running the long way to not be less than 15" in heigth.

THIRD; the floor of the vault to be re-inforced concrete resting on I beams, top of vault to be built in same manner as floor, and to have 18" of concrete and 6" of sand on top.
FOURTH; the room to be plastered inside in the same manner as the rest of the building.
FIFTH; that an opening to be cut through present old wall [at?] convenient place and a vault door to be fitted with same.
SIXTH; that a new set of joists be put in on a level with the present Second Story joist and floored and finished in the same manner as the old part. All work to be done in a substantial, neat and workmanlike manner.
We agree to do all this work and furnish this material for the sum of $1,036.00. The amount includes $100.00 for the purchase of a vault door.

Gentlemen:
I enclose herewith copies of our recently promulgated rules and regulations governing the sanitation of public buildings, which become effective September 1st.
We realize nowadays the immense damage done to the public health by flies, mosquitoes and other insects which act as disease carriers, and we look to the municipal authorities to take the initiative in executing these necessary rules. Not only do I look to you for active aid in enforcing the law, but I would be very much gratified to see you pass sanitary ordinances to meet the particular conditions in your city.
Knowing that local sentiment counts in the execution of the law, I invite your hearty co-operation in forwarding this reform.
