To the Board of Commissioners,
of the City of Fort Worth.

Now comes Sam Davidson, Commissioner of Streets and Public
Grounds and reports to the Board of Commissioners that Rusk Street
from the north line of Weatherford Street to the south line of Belknap
Street; and Belknap Street from the west line of Houston to the
east line of Rusk Street; and Houston Street from the south line
Belknap to the north line of Weatherford Street except where asphalt
pavement is now on said Houston Street; and Weatherford Street from
the east line of Houston to the east line of Rusk Street the said
sections of said streets being public streets and thoroughfares
in the City of Fort Worth - in his opinion should be paved with
Bitulithic pavement in order to make the same suitable for travel
and that a public necessity exists for such pavement and that the
value of property on said sections of said streets will be enhanc-
ed in value in a sum equal to the cost of improvement in front of
said property and that it is his opinion that the said pavement
should be made of said material named and that the same should
be constructee according to the specifications as the same appear
of record on pages 505-6-7-8-9 of Book R of the minutes of the
Board of Commissioners of the City of Fort Worth and that he
therefore recommends to the Board that it enter into considerations
of the necessity of such improvement and the construction thereof
and that after due consideration the Board of Commissioners in
due form pass an order declaring that the owners of property
abutting on said portion of said streets are called upon and
calling upon them to construct said pavement in front of their re-
spective properties and calling upon the Northern Texas Traction
Company to construct said pavement between the rails of its tracks
so far as it has tracks upon said street or any of them and
upon the outside of said tracks next to said rails for a space
of 18 inches and all space between double tracks or switches or
