The Hartford Steam Boiler Inspection and Insurance Company make the following report of the condition of your steam Boiler inspected on the 13th, 15th of November, 1907, by Inspector T.P.Ware, 3 W.T.Boilers, Jno. O'Brien Type, #1-2-3, Powell Station.

INTERNALLY: The shell plates, heads and tubes are practically free from scale, no corrosion or pitting was noted, the bracing is sound and taut, the seams show no sign of distress, and the openings to the outside attachments are clear.
EXTERNALLY: The shell plates and heads are free from defects, no leaks on the seams was observed, tubes are tight, and the various appliances are in working order.

EXTERNALLY: The safety valves loaded to 14.5# blows freely, gauge cocks are clear, seams are free from leaks, tubes are tight and the various appliances are in working order; #3 is an additional boiler, a 350 H.P. John O'Brien.

THE HARTFORD has, during the past FORTY years, gradually built up and perfected an organization equipped with men and facilities for treating scientifically every factor pertaining to the use of steam for power.

DEPARTMENT OF CHEMISTRY.
24 Analyses of scale of sediment for the purpose of determining their cause and character, with a view to formulating a remedy.
164 Analyses of different waters for the purpose of determining their fitness for use in generating steam, and their effect on piping and boilers.
DEPARTMENT OF DESIGN AND DRAFTING.
223 Plans and Specifications (accompanied with blue prints) covering special cases in which a special or unusual type of construction was required.
833 Boiler specifications (accompanied with blue prints) covering design, type and construction of boilers specially adapted for the particular purposes desired.
4,320 Blue print plans covering the construction and layout of new steam power plants, or the reconstruction or extension of old ones.
DEPARTMENT OF SUPERVISION AND INSPECTION.
690 Boilers were condemned as physically unsafe for further use.
157,462 Defects were discovered, of which number 15,116 were considered to be vital defects.

The HARTFORD was the pioneer company in the field of steam boiler insurance, as it was the first company to organize in America for the purpose of safe-guarding and making practical the general use of steam for power purposes, and for the scientific construction, installation and maintenance of steam power plants; and to-day, after a lapse of FORTY years, it is the only company which makes a specialty of and does exclusively a steam boiler inspection and insurance business.
The HARTFORD'S practice of making regular and thorough inspection of boilers was initiated by its Incorporators, and based upon the theory that in affording a manufacturer immunity from an explosion, a service would be rendered superior even to providing indemnity for a loss, as no consideration of a financial character can compensate for a disaster in which property and life and involved that could be averted.
The HARTFORD'S record shows that while its inspection expenses alone have consumed about one-half or 50% of the premiums received, its loss ratio has not exceeded 9%; or stated differently, the inspection service of the HARTFORD has afforded steam users throughout the past FORTY years a protection averaging within 9% of absolute immunity from explosions- a variation so small as to be well nigh accounted for by the unavoidable fallibility of men and materials.
The HARTFORD is now caring for and regularly inspecting about 100,000 boilers, which number constitutes about two-thirds of all the insured boilers throughout the United States.
There can be no factor pertaining to the operating expense of a steam power plant more expensive than cheap steam boiler insurance; and no cheaper factor than steam boiler insurance sufficiently expensive to provide for regular and thorough inspection of boilers. and so maintain them and the entire steam equipment in a sound physical and safe operating condition.

To the City of Fort Worth:
With reference to the license and tax receipts on which was based, of R. T. Hatcher and same having been sold under mortgage, I wish to call your attention to the fact that you have not made payment to my client as the law in Section 7 provides for you to do.
This law says that the purchaser shall have the right to surrender such license to the state, county or city and shall receive therefor the pro rata earned portion of such license.
Now, if you have no authority to make payment under this provision, I will be obliged to institute suit against you and Tarrant County and such others as may be liable for this amount, and if you cannot pay your debts, take a judgment against you.
Kindly give this your immediate attention as I am instructed to proceed at an early date.
