To the Honorable Mayor and Board of Commissioners
of the City of Fort Worth:

Complying with the request of your Mayor that the Capps
Land Company submit you a proposition for the purchase of its
water main extending from the former city limits of the city
of Fort Worth South over Hemphill street into Capps Land
Company, I enclose you herewith a statement taken by Mr.Fly
from the books of the Capps Land Company showing the amount
expended by said company in the laying of said water pipe.
From this statement you will see that the amount expended
by said company was $2347.34

At the time of the laying of this pipe Mr.Anderson, who
was then Secretary of said Company, had the pipe laid under
the supervision of the city of Fort Worth for the reason that
it was contemplated that at some time this Addition would be
taken into the city, and it was desired that the water main
be so laid under the supervision of the city so that it might
meet the requirements of the administration of the city, and
that the city would therefor pay for the same. At the time
this pipe was laid for the benefit of the residents who live
out of the city, other extensions were made outside of the city
limits and the city paid for such extensions , in water; that
is, they credited any party who might lay pipe on their water
bill maturing to the city. This company attempted to make no
such contract.

Your Mayor also requested that we submit to him upon what
terms we will sell the pipe. I will state this: That I,
personally, owe some taxes to the city in the amount of
$600.00 to $1,000.00 which sum I will credit on the amount for
this pipe, and the remainder, if the City can not pay the cash,
it can give me a six month note bearing interest.
