Extract from a letter by the President of Congress under
General Washington, 20 September, 1782

Lle Captain Reed, who formerly commanded one of
our frigates has arrived in Charlestown where he was
a prisoner - He has been gone for four months.
Two transport divisions have left, one
for St. Augustine, the other for Hallifax, with
munitions and foreign troops - it all had
the air of a prompt evacuation from the city
All of the artillery was on board except for
three or four pieces; the officers' bags
were packed soon after embarking, we
expected at any moment from St. Augustine
the transports that were to embark the
last division - we permitted the citizens
of Caroline to come like parlementaries
