Reserv'd {Reserved} to them, And that the Restraint put upon them is only ---
for suing for any private Debt, which is only putting them upon the
same footing as other his Majesty's Subjects are by the said Act of
1710, And that the Liberty Reserved to the Officers by the said ---
Act is a prejudicial priviledge, The Expences of Suing in hte ---
Court of Exchequer being greater, Then in other courts, And that ---
this Act Restraining the Officers in their Appointing Deputies, is ---
only to prevent the Inconvenience of the Number of Deputies ---
being appointed, who are not made so to Execute the Offices, but are
Nominal Deputies, and are only made to have xxxxxxxxxx
the Priviledge reserved to the officers and their Acting Deputies,
by the said act of 1710 and is an Evasion thereof. ----

I have considered what the parties before mentioned have ---
alledged, and do not find any Reason assigned by this Act, For
taking away the Liberty that the Legislature of this Island ---
Reserved to the Officers by the Act of 1710, And am of Opinion
however reasonable it may be that the Officers should in regard ---
to their private Debts be on the same footing with others, that the ---
Oath by that Act annexed to the bringing any Action can't be Complied ---
with in the [?] of a person in Good Circumstances, who may be ---
Indebted to the King, and find it necessary to bring an action for a ---
Debt, Yet can't Swear unless he Recovers such Debt, He can't ---
pay the King, And therefore think this very Improper to be ---
Enacted now, whatever might have been the Reasons for doing so in ---
the Act of 1710. And I further think that the Restriction of ---
this Act upon the Officers in regard to their appointing Deputies, --
Execute the respective Offices, but merely to intitle them to privileges,
which the Act of 1710 Reserved to the Acting Deputies, is an
Evasion and contrary to the intent of that Act, [symbol?] For the
beforement.d {beforementioned}. --- Reasons and as an Improper Alteration is
made by this Act in a ---
Subsisting Law, and that the Right of the Officers of the Crown are
Infringed, and that there is no Suspending Clause therein, I, am
of Opinion it should not be Confirmed. ----
